Often, a power generator may have its own, isolated, section of a power grid. For example, a couple of doors or a low power requirement module off in a corner. Due to the way that the power points are assigned, it's possible to have these modules unpowered - because the power generator has assigned all of its points into the main part of the grid, even though that part of the grid has excess power due to the presence of multiple generators.
