Negative Crew Sliders - Not Fixed

Turns out that it wasn't only because of the moving UI.

1. Reduce the crew count for a given crew type to 0 or maximum.
2. Click the - or + arrow respectively, in order to try and exceed the value's limit.
3. Try to drag the slider too far with the mouse again.
4. Observe that it is often possible to exceed the maximum or minimum crew constraints.
